If you choose not to sign in then you can still use this feature however your experience with it will be limited. You can manage the permissions for Cortana in Windows 10 by following the steps listed below.

Cortana permission settings
- Click the Start button.
This is located on the lower left side of the screen.
- Click Settings.

- Click Cortana.
This will open the settings for Cortana.
- Click Permissions.
This can be found on the left pane.
- Click “Change what Cortana knows about me in the cloud”.
This can be found in the right pane.
- Click Get my info.
You will receive an email within 24 hours containing the information Cortana has gathered about you.
- Click Clear.
This will delete the information Cortana knows about you.
- Click “Manage the information Cortana can access from this device”.
This can be found on the right pane.
- Turn on or off the switches.
You can either turn on or off the switches for Location, browsing history, as well as Contacts, email, calendar & communication history.
- Click “Manage the information Cortana can access from other services”.
This can be found on the left pane.
- You can link or unlink a service from here.
This allows Cortana access to other services.
