There are several factors that can cause this particular problem ranging from a cache problem to an installation issue. Listed below are the recommended troubleshooting steps you need to do to fix this problem.
Use the app troubleshooter
windows 10 has a built-in troubleshooting tool that allows you to easily fix most of the common problems that you could encounter while using the operating system. Try using this tool and see if the issue gets resolved.
- Type in troubleshooting in the search bar then hit the Troubleshooting Settings app.
- In the troubleshooting window, scroll down to locate Windows Store Apps
- Click on it and then click on Run the troubleshooter
- Follow the prompts to finish up the process.
- Restart the computer.
Try to check if you can access the Microsoft Photos app.
Clear the Microsoft Store cache
A corrupted cached data on the Microsoft Store can usually cause this problem which is why you need to clear this data.
- Press the Windows + R keys to launch the Run program.
- In the Run dialog box, type wsreset.exe and hit the Enter key.
- Restart your computer once the process is completed.

Download and install Microsoft Photos app
One factor that can cause this problem is if the app might have been uninstalled from your computer. If this is the case then you will have to install it again.
- Open the Microsoft Store
- Search for the Microsoft Photos app then download it.
- Restart the computer.
Check if the Photos app can now be used.
Use the Powershell
- Type PowerShell in the search bar and then right-click on the Windows PowerShell app and select Run as an administrator. When the User Account Control window pops up, click Yes to launch PowerShell with administrator privileges.
- Type the following commands in the PowerShell window and then hit the Enter key: PowerShell –ExecutionPolicy Unrestricted $manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + ‘AppxManifest.xml’ ; Add-AppxPackage –DisableDevelopmentMode –Register $manifest
- Restart the computer.
- Launch the Microsoft Store.
- Search for Microsoft Photos to download and install.
Check if the problem still occurs.
